
Russian President Vladimir Putin has sent condolences to North Korean leader Kim Jong Un following severe floods in North Korea that caused many casualties and damaged numerous homes. On Sunday, the Kremlin announced that Putin also offered immediate humanitarian aid to help with recovery efforts. Kim Jong Un appreciated this gesture, saying he felt a strong bond with his “true friend” Putin.
North Korea reported this week that record rainfall on July 27 led to fatalities, flooded homes, and submerged farmland in the northern regions near China. In a telegram, Putin expressed his sympathy and promised support, stating, “You can always count on our help and support.”
The message from Moscow was delivered to North Korean officials on Saturday and promptly communicated to Kim Jong Un. While Kim thanked Putin, he mentioned that North Korea had already taken necessary measures in response to the disaster. He indicated that if further aid is needed, North Korea would request it from Moscow.
Pyongyang also reported this week that some officials failed in their disaster prevention roles, but did not provide details on casualties. It was noted that there were no casualties in the Sinuiju area, which was said to have suffered significant damage.
North Korea and Russia have been allies since the North’s establishment after World War II and have grown closer since Russia’s 2022 invasion of Ukraine. South Korean media, which has provided urgent support to the flood victims, estimates that the death toll could be as high as 1,500. Kim Jong Un dismissed these reports as false and part of a smear campaign.
North Korea’s weak infrastructure and deforestation have made it especially vulnerable to natural disasters like flooding.
